Ramesh Jha Mahila College is firmly committed to maintaining a campus free from ragging in all its forms. The Anti-Ragging Cell at RJMC was constituted in compliance with the directions of the Hon'ble Supreme Court of India and the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.
The Cell operates with a strict zero-tolerance policy against ragging. It ensures prompt redressal of any complaint, provides confidential counselling to victims, and takes swift disciplinary action against perpetrators in accordance with UGC norms and applicable law. Every student of this institution has the right to study in a dignified, respectful, and harassment-free environment.
As per UGC Regulations, ragging constitutes one or more of the following acts. Any such behaviour is a punishable offence.
Teasing, abusing, or playing practical jokes on or causing hurt to any student. Use of filthy or obscene language, gestures, or sounds.
Indulging in acts that cause or are likely to cause psychological harm or apprehension — including inducing fear, shame, or embarrassment.
Willfully preventing any student from pursuing academic activities, or compelling a student to do any act against their will through physical force.
Posting abusive content, morphed images, or threatening messages online targeting any student. Digital ragging is treated on par with physical ragging.
Collecting and maintaining anti-ragging affidavits from all freshers and their parents/guardians at the time of admission every academic year.
Organising orientation sessions for new students, sensitisation workshops, and awareness drives to educate the campus community about anti-ragging laws and consequences.
Receiving, registering, and investigating all complaints — whether received in person, by email, telephone, or through the national anti-ragging portal — and reporting outcomes to the UGC.
Providing confidential counselling services to victims and witnesses through the college's trained counsellors and external referral agencies.
Recommending appropriate disciplinary action against perpetrators in accordance with UGC Regulations 2009, ranging from suspension to rustication and criminal proceedings.
Administering the annual anti-ragging pledge to all students at the start of each academic year and submitting mandatory compliance reports to UGC and BNMU, Madhepura.
As per UGC Regulations on Curbing the Menace of Ragging, 2009, and orders of the Hon'ble Supreme Court of India — the following penalties shall be imposed.
Temporary or indefinite suspension from attending academic classes and institutional activities.
Outright cancellation of admission and debarment from admission to any institution for a specified period.
Withholding, cancelling, or revoking scholarships, hall tickets, mark-sheets, and degrees.
Rustication from the institution for a period ranging from one semester to permanent expulsion.
Imposition of fine and payment of compensation to the aggrieved party, along with a public apology.
Filing of FIR with local police and criminal prosecution under applicable sections of the Indian Penal Code.
